Japan Eyes Missile Sales to Philippines Amid China Tension

Japan’s Defence Ministry Weighs Missile Exports to Philippines as China Tensions Rise

Japan’s defence ministry is considering exporting Type 88 surface-to-ship missiles to the Philippines, according to a report by NHK, Japan’s public broadcaster, on Friday. The move comes as Tokyo adopts a more assertive regional security role amid concern about China. It follows Japan’s most sweeping overhaul of its arms export rules in decades, approved just weeks ago. MarketScreener

Japan’s defence ministry did not immediately comment on the NHK report. A spokesperson for the Philippine Defense Department confirmed that the two countries have agreed to discuss the sale of defence assets. Yahoo!

The Missile Under Consideration

The Type 88 surface-to-ship missile is a land-based anti-ship system operated by Japan’s Ground Self-Defense Forces. Japan’s Self-Defense Forces fired the weapon during the Joint Task Force Maritime Strike exercise โ€” part of Balikatan, the annual joint military exercises between the United States and the Philippines โ€” at Culili Point Sand Dunes in Ilocos Norte province on May 6. The live-fire demonstration took place with U.S., Australian, and Philippine forces present, and came as Manila and Tokyo began formal talks on a potential defence equipment transfer. Japanese Defence Minister Shinjiro Koizumi said during a visit to Manila earlier this month that Japan was eyeing the early transfer of Abukuma-class destroyers and TC-90 aircraft to the Philippines. The potential missile export would add a significant offensive maritime capability to that package. Free Malaysia Today

Japan’s New Export Framework

Japan unveiled its biggest overhaul of defence export rules in decades on April 21, scrapping restrictions on overseas arms sales and opening the way for exports of warships, missiles, and other weapons. The move marked another step away from pacifist restraints that have shaped Japan’s postwar security policy. CNN

The April 21 revision explicitly allowed the export of lethal systems under certain conditions, removing five export categories that had previously limited most military exports to non-lethal equipment such as rescue, transport, warning, surveillance, and minesweeping systems. Ministers and officials will instead assess the merits of each proposed sale on an individual basis. The Diplomat

Japanese Prime Minister Sanae Takaichi stated her rationale plainly. “No single country can now protect its own peace and security alone, and partner countries that support each other in terms of defense equipment are necessary,” she said in a post on X. CNN

Philippine Defence Secretary Gilberto Teodoro welcomed the rule change, saying it would give his country access to defence “articles of the highest quality” that would “strengthen domestic resilience” and “contribute to regional stability through deterrence.” CNN

China’s Reaction

Beijing did not stay silent. Chinese foreign ministry spokesperson Guo Jiakun told a daily press conference: “China is deeply concerned about this,” adding that Beijing “will remain highly vigilant and resolutely resist any reckless actions by Japan towards a new form of militarism.” Pakistan Today

Japan-China bilateral relations are at a particularly low ebb since Prime Minister Takaichi said in November that a Chinese attack on Taiwan threatening Japan’s survival could trigger a military response. The prospect of Japanese anti-ship missiles deployed along the Philippine coastline โ€” directly overlooking China’s main maritime access routes โ€” sharpens that tension further. BusinessWorld

Strategic Significance: The First Island Chain

The Philippines, together with Japan’s southwestern island chain, forms part of what military planners call the First Island Chain โ€” a string of islands that hems in China’s access from its coastal waters to the Western Pacific. Placing Type 88 missiles at points along that chain would extend Japan’s effective defensive perimeter and give the Philippines a land-based counter to Chinese naval vessels operating in the South China Sea. China’s navy now operates more than 400 vessels, including aircraft carriers, destroyers, and submarines. The Philippine Navy, by contrast, remains a relatively modest force. Even with recent modernisation efforts, it fields only a limited number of modern surface combatants, including a small number of frigates and a single operational corvette. That asymmetry has driven Manila to seek external partnerships at speed. The Diplomat

Japan wants to deepen ties with other Asian nations to counter China’s growing influence while strengthening its own defence industrial base. The Philippines represents the most immediate test case for both objectives. Free Malaysia Today

Wider Arms Market Opening

Japan’s new export framework reaches beyond the Philippines. Countries such as Indonesia and Poland are exploring procurement opportunities from Japan as they modernise their forces, Japanese officials and foreign diplomats told Reuters. Yahoo!

The revised rules could also smooth the transfer of Japan’s retiring Abukuma-class destroyers and TC-90 surveillance aircraft to the Philippines, as well as more modern equipment such as Type 3 air-defence missiles. Indonesia has also expressed interest in Japanese military equipment. New Zealand is considering acquiring a version of Mitsubishi Heavy Industries’ Mogami-class frigate. The Strategist

Wars in Ukraine and the Middle East have strained U.S. weapons production, expanding opportunities for Japan. At the same time, U.S. allies in Europe and Asia are looking to diversify supply as Washington’s long-held security commitments look less certain under President Donald Trump. CNN

Background

Japan has maintained three longstanding export principles committing it to strict screening, controls on transfers to third countries, and a ban on sales to countries involved in conflict. Those principles remain in place under the new framework. The Philippines and Japan signed a Reciprocal Access Agreement that allows their forces to enter each other’s territory for joint drills. Philippine Defence Secretary Teodoro said the bilateral defence partnership has “entered a new era of working together and with other like-minded partners to secure our individual and collective rights and entitlements under international law.” Japan’s defence spending has risen sharply in recent years as part of Takaichi’s broader security reforms. What Happens Next

Defence Minister Koizumi has said he aims to achieve the early export of Abukuma-class destroyer escorts through working-level consultations. If realised, that deal would become Japan’s first export of lethal military equipment under the revised framework. The Japan and Philippines defence ministries did not immediately respond to a Reuters request for comment on the missile export report. Further policy announcements are expected from Tokyo this year, including an overhaul of Japan’s three main strategic documents โ€” the National Security Strategy, National Defence Strategy, and Defence Build Up Program.
