Brussels Turns Down UK Goods Trade Reset Plan

EU Rejects UK Bid for Single Market on Goods


Britain’s government proposed creating a single market for goods with the European Union as part of a broad post-Brexit reset of ties with the bloc, but Brussels has rejected the idea, British media reported on Saturday, May 23. Michael Ellam, Britain’s chief negotiator, put forward the proposal, suggesting that the UK align its regulations with the EU to allow free trade, but the idea was rebuffed by Brussels. Ellam’s proposals on a single market for goods were shown to a handful of EU member states, who raised objections to the idea, the Financial Times reported. The sticking point is straightforward: Brussels will not allow a non-member to participate in the single market for goods without also committing to the free movement of people and alignment on services. Brussels officials instead proposed that the UK join the customs union or pursue economic alignment through the European Economic Area. But either route would be impossible under Starmer’s stated red lines on Europe. City AM

Despite the setback, the door has not been fully closed. One EU official told the Financial Times: “Member states told the Commission not to close the door. We welcome the ambitious thinking.” City AM

EU Warns on Preferential Treatment

One diplomat told The Guardian directly: “If you start going back on those principles โ€” leading to a non-member being treated better than an actual member โ€” you certainly would trigger an internal debate on the fundamentals of [EU] cooperation.” City AM

This concern reflects a structural tension at the heart of the negotiations. Granting Britain goods-market access without the full suite of obligations would set a precedent that other non-member trading partners could invoke, potentially destabilising the bloc’s internal economic framework.

Economic Pressure Drives the Push

Former Health Secretary Wes Streeting, who is seen as a potential challenger to Starmer, told the Progress conference that the UK needed “a new special relationship with the EU, because Britain’s future lies with Europe โ€” and one day back in the European Union.” City AM

His comments drew a rebuke from allies of Manchester Mayor Andy Burnham, another potential rival, who is currently fighting a by-election in Makerfield to return to parliament. An ally of Burnham said Streeting’s remarks were “counterproductive to Labour winning this by-election” and called them “very transparent.” City AM

Starmer’s grip on Downing Street is in doubt after poor local and regional election results. His ability to sustain his current red lines โ€” no customs union, no single market, no free movement โ€” while still delivering meaningful economic gains from the EU reset is now the central question facing his government. Britain voted to leave the European Union in a referendum in June 2016. The UK formally exited the bloc on January 31, 2020, and left the EU’s single market and customs union at the end of the transition period on December 31, 2020. The Trade and Cooperation Agreement that governs current UK-EU relations covers goods trade but imposes significant regulatory and customs checks that British businesses have said raise their costs. Starmer’s Labour government, which came to power in July 2024, has pursued what it calls a “reset” of EU-UK relations, stopping short of reversing Brexit but seeking closer cooperation across trade, security, and energy.
