Seoul Summons Iran Envoy Over Hormuz Missile Strike

South Korea Concludes Iranian Missiles Struck Its Cargo Vessel in Strait of Hormuz, Summons Ambassador


South Korea’s Foreign Ministry announced on Wednesday, May 27, that a government investigation into the May 4 attack on a South Korean-operated bulk carrier in the Strait of Hormuz has concluded the vessel was struck by Iranian-manufactured anti-ship missiles. Seoul summoned the Iranian ambassador the same day to deliver a formal protest, marking the sharpest diplomatic escalation between the two countries since the attack, which occurred amid the broader US-Iran conflict that has effectively shut down one of the world’s most critical shipping corridors.

First Vice Foreign Minister Park Yoon-joo said technical analysis showed that two unidentified airborne objects that struck the HMM Namu on May 4 were likely Noor-series anti-ship missiles developed by Iran. The first warhead failed to detonate, while the second exploded on impact, according to the government probe. The Evidence

Park said the damage to the ship spanned approximately 5 metres wide and extended roughly 7 metres into the hull on the port-side stern. The engine resembled an Iranian turbojet engine, and parts were found to bear markings presumed to be from an Iranian manufacturer. Free Malaysia Today

The warheads resembled those used in Iranian anti-ship missiles, the Noor or Qader types, Park said. The Noor is an Iranian-produced variant of the Chinese C-802 anti-ship missile and is a standard weapon system across Iran’s navy, the Islamic Revolutionary Guard Corps, and affiliated proxy forces. gCaptain

Despite the weight of forensic evidence, Seoul stopped short of a full attribution. “Multiple pieces of evidence point toward Iran,” Park said, while adding that Seoul could not confirm the launch site, the exact perpetrator, or whether the attack was intentional. Iran International

Iran Denies, Expresses Regret

The foreign ministry summoned Iranian Ambassador Saeed Koozechi to deliver a strong protest and demand responsible measures, including steps to prevent a recurrence. Iran International

The Iranian envoy’s response was measured but firm. Koozechi said “I would personally like to express regret over the damage caused to the South Korean ship,” but when asked whether Iran accepted the findings or would apologise, he denied involvement, saying people should beware of “false-flag operations by hostile countries.” Iran International

Saeed Koozechi had previously told South Korean news agency Yonhap that Iran “took no part” in the attack. The Iranian embassy in Seoul did not respond to a request for comment from Reuters following Wednesday’s briefing. Cyprus Mail

The findings align with an earlier assessment from Washington. Shortly after the attack, U.S. President Donald Trump claimed that Iran had “taken some shots” at the HMM vessel and other targets. The Iranian Embassy in Seoul had stressed at the time that Tehran “firmly and categorically” denied any involvement by its military. UPI

The HMM Namu and the Broader Shipping Crisis

The HMM Namu is a Panama-flagged bulk carrier operated by HMM Co., South Korea’s largest container shipping line. The vessel was anchored near Umm Al Quwain in the UAE when an explosion and fire ripped through it on May 4. All 24 crew members aboard, including six South Korean nationals, escaped without injury. The ship is currently undergoing repairs in the UAE. Crypto Briefing

The attack on the HMM Namu was not an isolated incident. Three more vessels were struck by unknown projectiles in the Strait of Hormuz on Wednesday, bringing the total number of ships hit in the region since the Iran conflict began to at least 14, according to maritime security and risk firms. A separate Thai-flagged cargo vessel attacked in the strait earlier this month has three crew members still missing, according to its owner. gCaptain

The HMM Namu and 25 other vessels had been stranded in the strategic chokepoint. A South Korean oil tanker operated by HMM passed through the waterway last week, marking the first such transit by a Korean-managed vessel since the outbreak of the conflict. The Korea Herald

On February 28, 2026, Israel and the United States launched a series of strikes against Iran, targeting its nuclear and ballistic missile programme. Iran’s Supreme Leader Ali Khamenei was killed in the strikes. In retaliation, Iran moved to close the Strait of Hormuz. The South Korean finding that Iranian-manufactured missiles were used against a non-belligerent commercial vessel adds pressure on third-party nations whose shipping has been caught in the crossfire of the US-Iran conflict. South Korea’s decision not to conclusively attribute the attack to a specific Iranian actor — whether the navy, IRGC, or a proxy force — leaves some diplomatic room for manoeuvre with Tehran. The reopening of the Strait of Hormuz remains a central issue in Pakistan-mediated talks between the US and Iran, and Iran has threatened military action if the US blockade does not end. Traffic through the waterway has reportedly increased slightly, though passage remains fraught with risks from mines, recurring attacks, and ship seizures, as well as insurers’ continued reluctance to provide coverage. Whether Seoul’s formal protest translates into broader policy action — including any decision on joining the US-led maritime coalition — is expected to be addressed by the foreign ministry in the coming days. UPI + 2
