New Zealand Tightens English Rules for Work Visas and Opens Philanthropy Option for Investors


New Zealand will tighten English language rules for mid-skilled work visa applicants while expanding philanthropy options for investor migrants, Immigration Minister Erica Stanford announced on Monday, May 25. English Language: What Is Changing and Who Is Affected

English language requirements under the Accredited Employer Work Visa will extend to skill level 3 roles such as hospitality and trades, aligning them with the existing standard already applied to skill levels 4 and 5. Yahoo Finance

The required standard is IELTS 4.0 or equivalent, which Stanford described as “basic, everyday English for common situations, not a high or advanced level of English.” Newcastle Herald

Stanford set out the rationale plainly. “Being able to communicate in basic, everyday English ensures that workers understand their rights and engage effectively at work and in the community while they are here,” she said in a statement. singstat

The reach of the change is substantial. Immigration New Zealand said the Accredited Employer Work Visa is currently used by more than 29,000 accredited employers and more than 79,000 visa holders, meaning the new requirement affects a large portion of New Zealand’s active migrant workforce. Until now, the English requirement applied only to skill levels 4 and 5, which together made up just 16% of Accredited Employer Work Visa applications. Extending it to level 3 brings a significantly larger share of applicants under the rule. Newcastle Herald


Transitional Arrangements and Exemptions

Not all applicants will face the new requirement immediately. Applicants whose current Accredited Employer Work Visa expires on or before December 1, 2026, or who have already provided evidence of English ability in previous applications, are exempt from the new requirement. Global Workforce Seasonal Visa, Peak Seasonal Visa and job-change applications remain exempt from English testing altogether. Investing.com

Applicants can meet the standard through citizenship, work or study background, or by submitting an approved English test result, according to Immigration New Zealand.


Investor Visa: Philanthropy Now Counts Toward Investment

The second strand of Monday’s announcement moves in a different direction โ€” loosening requirements rather than tightening them.

Active Investor Plus Visa Growth category applicants will be able to allocate up to 20% of their total investment โ€” up to NZ$1 million (US$587,600) of the NZ$5 million minimum โ€” to philanthropic gifts, with the remainder required to be placed in higher-growth assets. Yahoo Finance

Philanthropic donations must go to registered charities with at least two years of annual returns and current Inland Revenue donee status, Immigration New Zealand said. GuruFocus

Investor Visa Demand and Performance

As of May 20, 2026, Immigration New Zealand had received 730 applications from 2,390 applicants under the Active Investor Plus program. The government overhauled the investor visa on April 1, 2025, and said the changes were intended to simplify the process and encourage investment in higher-growth assets. The August Residence Pathways

Monday’s changes sit alongside a larger reform coming in August. Stanford said the English language extension was also preparation for two new skilled residence pathways launching in August under the Skilled Migrant Category. For the first time, dedicated routes would be created for migrants in trades and technician roles, as well as those with at least five years of skilled work experience, including two years in New Zealand. Under the planned trades and technician pathway, workers on an approved list who hold a relevant qualification at level 4 or above and four years of post-qualification work experience โ€” of which at least 18 months was completed in New Zealand โ€” will become eligible for residence, provided they are paid at or above the median wage. New Zealand recorded a sharp drop in net migration in 2025, with a gain of just 11,900 people in the year to October, down from 35,400 the previous year and well below the record 135,700 in 2023. The government’s immigration programme has been recalibrated since the National-led coalition took office in late 2023, with a series of changes to visa categories, wage thresholds, and skill requirements. The English language and investor philanthropy changes take effect on June 1, 2026.
