English Language: What Is Changing and Who Is Affected

The reach of the change is substantial. Transitional Arrangements and Exemptions
Not all applicants will face the new requirement immediately. Applicants whose current Accredited Employer Work Visa expires on or before December 1, 2026, or who have already provided evidence of English ability in previous applications, are exempt from the new requirement. Investor Visa: Philanthropy Now Counts Toward Investment
The second strand of Monday’s announcement moves in a different direction โ loosening requirements rather than tightening them.
Active Investor Plus Visa Growth category applicants will be able to allocate up to 20% of their total investment โ up to NZ$1 million (US$587,600) of the NZ$5 million minimum โ to philanthropic gifts, with the remainder required to be placed in higher-growth assets. Yahoo Finance

As of May 20, 2026, Immigration New Zealand had received 730 applications from 2,390 applicants under the Active Investor Plus program. The government overhauled the investor visa on April 1, 2025, and said the changes were intended to simplify the process and encourage investment in higher-growth assets. For the first time, dedicated routes would be created for migrants in trades and technician roles, as well as those with at least five years of skilled work experience, including two years in New Zealand.
