Legal Notice Sent to Edgware Synagogue Over Israeli Real Estate Event

Legal Notice Sent to Edgware Synagogue Over Hosting of Israeli Settlement Real Estate Event

A UK legal group sent a formal legal notice to the Edgware United Synagogue on Saturday evening warning of “serious legal and reputational concerns” over its hosting of the Great Israeli Real Estate Event on Sunday, Middle East Eye has learned, as the previously undisclosed location of the event was identified for the first time. The event’s location had not been announced by organisers, but MEE understands it is set to be held at the Edgware United Synagogue in Edgware in northwest London from midday onwards on Sunday. The International Centre of Justice for Palestinians, a UK-based legal group, sent a letter to the synagogue on Saturday evening to place it “on notice of serious legal and reputational concerns regarding the event.” Euro Weekly News

The letter, seen by MEE, said: “The event is being promoted as a platform for the marketing and sale of real estate in Israel and the occupied Palestinian territory.” Euro Weekly News

It warned: “Government guidance expressly advises businesses against engaging in economic and financial activities connected to settlements and warns of the legal and commercial risks associated with such activities.” Euro Weekly News

The letter drew a distinction between the synagogue’s role as venue and the event’s substance, while warning that the distinction may not be sufficient protection. The letter said that while the synagogue “may have no involvement in the organisation of the event beyond providing the venue, hosting the event would inevitably facilitate its operation and confer legitimacy upon it.” Euro Weekly News

A protest is being organised at the location identified by MEE. A protest is being planned by groups including the Palestinian Youth Movement and the International Jewish Anti-Zionist Network at the intersection of Edgware Way and Broadhurst Avenue, near the synagogue. Euro Weekly News

London’s mayor confirmed police involvement in assessing the event before its location was identified. On Friday, London Mayor Sadiq Khan said: “I share concerns about the Great Israeli Real Estate Event taking place in our city, which I oppose, and that’s why I’ve discussed this directly with the Met Police. I’m informed that any allegations of criminality relating to the potentially unlawful sale of property at the event would be assessed by the Met with a view to investigation.” Euro Weekly News

The UK government issued its first substantive response to the controversy on Friday. A government spokesperson said: “Expansion in the West Bank is wrong. We will be bringing forward updated guidance in the coming days, giving greater clarity to UK businesses on how to avoid ventures which support these illegal settlements.” Euro Weekly News

The political pressure on the government had already been building before the venue’s identification became known. On Friday, more than 100 MPs urged the cancellation of the event in a letter to the foreign secretary, stating: “Allowing the event to proceed would not only be inconsistent with current UK government guidance on settlement-related economic activity, it would stand in opposition to the government’s obligations under international law.” Euro Weekly News

The roster of participating companies, first revealed earlier in the week, includes firms with direct operational links to settlement construction. Emanuel Vatari, CEO of one of the event’s sponsors, the Emanuel Group, posted a list of participating companies on his Facebook page on Tuesday. The list includes Harey Zahav, an Israeli real estate development company whose website advertises property in Negohot, an illegal Israeli settlement in the southern Hebron Hills in the occupied West Bank. Also on the list is the Meshulam Levinstein Group, a collection of engineering, construction and real estate companies that has built residential and commercial projects in illegal settlements in both the occupied West Bank and Jerusalem, including a housing project and commercial centre in the settlement neighbourhood of Homat Shmuel in occupied East Jerusalem. Another participant is the Tivuch Shelly real estate agency, which advertises properties in Ma’ale Adumim, a West Bank settlement. Africa Israel Residences, another company participating in the event, is part of the Africa Israel Group, which has been involved in several projects in settlements in the occupied West Bank and East Jerusalem. MEE said it had contacted the synagogue for comment but had not received a response by publication.

Regional and Global Impact

The identification of a synagogue as the event’s venue adds a sensitive dimension to a controversy that was already drawing cross-party political attention, Metropolitan Police scrutiny, and intervention from Amnesty International UK. The legal notice from the International Centre of Justice for Palestinians represents the first formal pre-emptive legal action specifically targeting the venue, distinct from the broader political letters addressed to the Foreign Secretary and the calls for Met Police investigation directed at the event’s organisers and sponsors.

The UK government’s commitment to “bring forward updated guidance in the coming days” on businesses and settlement-related activity is the most concrete policy signal to emerge from the controversy so far, though it stops short of a commitment to prevent Sunday’s event from proceeding. If the guidance is published before Sunday, it could materially affect the legal position of both the synagogue and the participating companies; if it is published afterward, its primary effect would be on future events of this kind.

Background

The Edgware United Synagogue serves a significant Jewish community in northwest London. The legal notice’s argument — that hosting an event “confers legitimacy” on its content even where the venue has no role in organising it — mirrors arguments used in other contexts regarding venues that host controversial events, such as universities and conference centres facing pressure over speaker bookings. UK government guidance on settlement-related economic activity has existed in various forms since 2014, but has historically operated as advisory guidance for businesses rather than enforceable prohibition — a gap that the legal notice explicitly seeks to close by raising the prospect of legal and reputational consequences for the venue itself.

What Happens Next

The event remains scheduled for midday Sunday at the Edgware United Synagogue, pending any intervention. The synagogue has not responded to MEE’s request for comment and has not indicated whether it will proceed as venue or withdraw in response to the legal notice. The planned protest by the Palestinian Youth Movement and the International Jewish Anti-Zionist Network at the nearby Edgware Way and Broadhurst Avenue intersection is set to coincide with the event’s start. The UK government has not specified a date for the updated guidance on settlement-related business activity it said would be published “in the coming days.” The Metropolitan Police has not confirmed whether any investigation has been opened into the event’s organisers or sponsors ahead of Sunday.
