Britain Unveils Bill to Deepen EU Ties

BBritain announced plans on Wednesday to introduce laws that will help Britain work more closely with the European Union. This is something that Prime Minister Keir Starmer wants to do. He thinks it is an idea for Britain to cooperate more with the European Union when it comes to money and business. Many people, in Britain have been asking for this to happen. Prime Minister Keir Starmer is trying to make Britain and the European Union have a relationship. Britain and the European Union can benefit from working. The proposed European Partnership Bill was outlined during the King’s Speech in London and would provide the legal framework for implementing current and future agreements with the EU, according to Reuters.

King Charles III presented the legislation as part of the government’s new parliamentary agenda on May 13. The British government said the bill would allow agreements reached with the EU “now and in the future” to be incorporated into UK law while maintaining parliamentary oversight.

The announcement comes days after Starmer’s Labour Party suffered major losses in local elections across England, Scotland and Wales. Reuters reported that some lawmakers within the party have called on Starmer to resign following the results. The prime minister has rejected those calls and said rebuilding economic relations with Europe remains central to his government’s strategy.

In a written introduction to the King’s Speech, Starmer said removing barriers to economic growth meant “setting a new direction for Britain at the next EU summit, putting Britain at the heart of Europe,” according to Reuters.

The government said the proposed legislation would support agreements covering food and drink standards, emissions trading and electricity cooperation. Britain and the EU agreed on a framework for those areas in 2025, but negotiations on the final details are still ongoing, Reuters reported.

British officials said the bill would not reverse key Brexit policies. Reuters reported that Starmer’s government continues to oppose rejoining the EU single market or customs union and will not restore freedom of movement between Britain and EU member states.

The government also stated that the UK Parliament would retain authority over whether EU-related measures are implemented domestically. “Britain’s parliament would have a say before EU law was applied in the UK,” the government said, according to Reuters. Officials added that any new treaties linked to the legislation would require parliamentary approval before taking effect.

Reuters reported that the European Partnership Bill forms part of a broader legislative package unveiled in the King’s Speech, which included 37 proposed bills covering economic growth, immigration, energy security and national security measures.

The legislative agenda also includes proposals to improve cooperation with European partners on defence and security issues. Reuters reported earlier this year that Starmer called for stronger European defence coordination and closer military integration across the continent during the Munich Security Conference in February.

Political opposition to closer EU alignment has already emerged in Britain. According to discussions cited by Reuters and British media reports, critics from opposition parties and Brexit supporters argue that the legislation could increase EU influence over British regulations. Some lawmakers have warned against what they describe as “dynamic alignment” with EU rules in sectors such as food standards and trade policy.

The legislation is expected to affect trade relations between Britain and the EU, which remain Britain’s largest trading partner despite Brexit. Reuters reported that ministers believe reducing regulatory barriers could support economic growth and improve energy cooperation.

The European Union has not given an answer, to the new laws that have been suggested. The European Union is still thinking about what to say about the proposed legislation. The European Union needs time to look at the proposed legislation. However, Reuters previously reported that Britain and the EU agreed in 2025 to reset trade and defence relations after years of post-Brexit disputes. That agreement included cooperation on food exports, defence procurement and electricity markets.

Background

Britain formally left the European Union in January 2020 following the 2016 Brexit referendum. Since taking office in 2024, Starmer has pursued closer cooperation with European governments while maintaining that Britain will remain outside the EU single market and customs union. Reuters reported that his government has argued selective regulatory alignment with the EU could support trade and economic growth.

Relations between London and Brussels improved in 2025 after both sides agreed to restart negotiations on trade, defence and energy cooperation. Reuters reported that the agreements included discussions on food standards, emissions trading systems and electricity market integration.

What Happens Next

The European Partnership Bill will be formally introduced in Parliament this year as part of the governments plans. The bill is part of the programme. British lawmakers will debate the scope of the legislation and its mechanisms for applying EU-related agreements domestically, according to Reuters.

Negotiations between Britain and the EU on food standards, emissions trading and electricity cooperation are continuing. The government said any resulting treaties or agreements linked to the legislation would require parliamentary approval before implementation.

Starmer is also expected to present Britain’s position at the next EU summit, where economic cooperation and regional security are likely to feature prominently on the agenda, according to Reuters.
